OPO stands for “authorized legal entity.” It refers to an organization that has been authorized by the National Labor Inspectorate to carry out activities in the field of occupational safety and health (OSH). EIC has been an authorized legal entity since 2007.

It is a body designated by the state and notified to the European Commission to carry out conformity assessments of products. EIC is a notified body with the number 2005.

Classified technical equipment refers to equipment that poses a higher risk to health and safety. According to Decree No. 508/2009 Coll., it is classified into pressure equipment, lifting equipment, electrical equipment, and gas equipment.

An official test is mandatory before putting classified technical equipment (VTZ) (such as a transformer station or boiler room) into operation, after its reconstruction, or at regular intervals set by legislation.

The employer faces heavy fines from the Labor Inspectorate, and in the event of an accident or workplace injury, bears full legal liability, including the possibility that the insurance company will deny coverage.
The conditions for issuing a license or certificate are set forth in Section 16 of Act No. 124/2006 Coll.:
- at least 18 years of age, unless otherwise specified by occupational safety and health regulations (to be verified by an ID card)
- education and work experience in accordance with legal regulations on occupational safety and health (to be demonstrated by a certificate of the highest level of vocational education attained and a confirmation of work experience from the employer)
- medical fitness for work required to perform the job (to be demonstrated by a medical certificate from a medical examination)
- completion of professional training to the extent required by law to ensure occupational safety and health (as evidenced by a certificate of completion from an authorized training organization)
- Assessment of professional knowledge. (Upon successful completion of the assessment, you will be issued a card or certificate.)
For the purposes of issuing an authorization to operate, service and test classified technical equipment pursuant to Section 15 of Act No. 124/2006 Coll., the applicant must demonstrate compliance with the specified conditions:
- The conclusion of an employment contract between an employer and an employee who holds the relevant certificate of professional competence under Section 16 to perform the required work.
- Adequate support for the performance of activities from a technical, technological, personnel, and organizational standpoint.
Please also note that, in accordance with Act No. 124/2006 Coll., in order for a work permit to be issued, an employment contract must be concluded between the employer and the employee (the applicant for the permit) in accordance with the provisions of the Labor Code No. 311/2001 Coll.

These activities may only be performed by an inspection technician holding a valid license of professional competence issued by an authorized legal entity (such as EIC) for the specific type and scope of the classified technical equipment.
Inspection verifies the technical condition of a specific piece of equipment at a given moment. Certification confirms that a product or quality management system continuously meets the requirements of certification standards and schemes.
The deadline depends on the type of document:

Certification of individuals: We issue a certificate or license of professional competence within 5 business days of successfully passing the exam at the OPO and submitting all required documents.

Equipment Inspection: The time required to issue an inspection certificate or expert opinion depends on the scope of the inspection and the completeness of the technical documentation submitted for the equipment.
